Stewardship Strategy For Political Reform

Segments of political reform:

• Communicate the Stewardship Contract
  People need a good business reason to participate in a redesign effort
• Each Owns a Vision
  Vision and culture are personal values put into action
  Ask people to talk about what matters to them rather than asking them to support what matters to us.
• Start Where There is Desire
  Political reform comes from wherever there is motivation and commitment
  The fundamental reason patriarchy cannot heal itself is its desire to determine and prescribe a way of living and working for others.
  Two major implications of supporting the idea of individualized paths of reform:

1. Each major unit makes its own decision how to proceed
2. The new role of middle managers (???)

• Core Workers Choose Measures With Customers in Mind
  Measurements are a way of making accountability visible
  Each individual, team, and unit has to know the results it is achieving in order to fulfill its contract with the larger institution.
  Ways to account for ourselves during the reform process:
  • Hold firm on the results defined in the stewardship contract
  • Value qualitative measures of progress
  • Early in the process, have individuals and teams define for themselves the measures for their account
  • Keep measurement in perspective

  Accountability rests on full disclosure
  Stewardship trusts that each of us wants to know, and by and large does know, how we are doing and that each of us wants to get better.

• No New Departments
  Redesigning the workplace is the only task for the manager
• Selecting Learning Experiences
  Shift the emphasis from training to learning and put choice in the hands of the learner
• Substitute Recognition for Appraisals and Rewards

Steps Toward Political Reform:

1. Define the stewardship contract
2. Renegotiate control and responsibility
3. Fully inform people
4. Create a desired future
5. Training
6. Form improvement teams
7. Change management practices
8. Fit architecture to purpose
9. Redesign the reward system
